Question of the Day: When is a PG movie too adult for a young child?

The smash hit of the fall season at the multiplex is "Cloudy With A Chance of Meatballs." Very loosely based on the popular children's book, the movie was very enjoyable.
But there were a couple of scenes that were a bit ... dark, and upset Rafael a little bit. In the end, he enjoyed the movie, but how appropriate is a PG movie for a young child, and how do you make that decision?
